All I can say is, I do think many homeless people are not overburdened with cognitive capacity. But hey, it might not be that bad: if he stole the Blackberry (and charger), he wouldn't have wasted his money on it!
I feel a little bad about my above joking; many homeless people legitimately cannot care for themselves. The question then is, "Who does what?"
